  The Mahmudiya District Municipality, one of the government departments affiliated with the Baghdad Municipalities Directorate, is located in the center of the Mahmudiya District, south of Baghdad Governorate. Services are provided by gentlemen, cleaning staff, cadres of mobile cab drivers, and workers for all districts of the district. However, what the officials in the department are doing, starting with the director, does not measure up to the money spent to complete the projects. In other words, if we assume that a project worth a billion dinars has been created, statements for double the amount will be prepared. If an amount of one billion dinars was allocated to a project, half or a quarter of the amount would be spent on the project and the rest would be eaten by birds.

  Mahmoudiyah municipality has average performance and below It has many stalled projects and their waste transport vehicles are so few that they are unable to transport neighborhood waste every day and this leads to its accumulation in abundance... a sight that disgusts the visitor to the district. In addition, the residents also do not care about cleanliness and begin throwing it in the middle of the street, and this is a shared responsibility.
